It appears that this is a sort of copy of the required assemblies, but the purpose of copying assemblies out of the GAC to a user-local temporary folder is unclear. It will look in the GAC and it will look in the bin/Debug or bin/x86/Debug folder to see if can scrounge up something against which to link.
