Add the necessary package files as custom extension content in your source.extension.vsixmanifest file. The quick fix I used was to just copy all directories in whatever template folder it was complaining about and add a .zip to the end. Error in Template (C:\Program Files\Microsoft Visual Studio 9.0\Common7\IDE\ProjectTemplates\CSharp\Windows\1033\WPFApplication.zip), file (csWPFApplication.vstemplate). But I think I got it working this way: Locate MonoGame templates folder, copy and unzip WindowsUniversal.zip to a suitable folder, open this folder and edit WindowsUniversal.vstemplate and delete everything between both debug and release. Templates do not include a packages.config or project.json file, and do not include or any references or content that would be added when NuGet packages are installed.
